摘要
生物风险已成为基因-生殖工程技术应用需要考虑的现实关切和重要议题。就目前而言,技术风险、社会风险与道德风险是评估基因-生殖工程运用的基本要素、伦理限度与根本条件,其中道德风险尤其关乎人的尊严和个体的自我认同。推进基因-生殖技术的研究开展,加强其伦理治理,必须注重培育科研工作者的责任伦理意识,推进机构伦理委员会的建设与制度完善。公众参与能为基因-生殖工程等现代公共议题提供公众话语,拓展和丰富其复合型决策的理论框架。
Biological risk has become a practical concern and important issue in the field of gene reproductive engineering.At present,technical risks,social risks,and moral risks influence the basic elements,ethical limits,and fundamental conditions regarding evaluations of gene reproductive engineering.A moral hazard is related to human dignity and individual self-identity.To promote the research and development of gene reproductive technology and strengthen its ethical governance,we must emphasize the cultivation of a sense of responsibility and the ethics of scientific researchers and promote the development and systematic improvement of institutional ethics committees.Public participation can provide public discourse for modern public issues such as gene reproductive engineering and can also expand and enrich a theoretical framework for composite decision-making.
