摘要
人才是乡村振兴的竞争之本、活力之源。围绕通过问卷调查、实地调研、深度访谈等研究方法搜集到的第一手资料并自建的案例库和数据库以及主流媒体获取的网络资料,从治理需求、治理路径、治理方式、治理手段等方面对乡村人才振兴的浙江"湖州模式"、湖北"咸宁模式"和重庆"永川模式"进行了多案例分析。最终,研究发现了乡村人才振兴的整体性治理图式,提出了推动乡村人才振兴的政策建议:建立乡村人才振兴的需求预测机制、组建统一整合乡村人才振兴的"大部门"、以正式制度和非正式制度相融合完善乡村人才振兴的治理机制、搭建乡村人才信息管理服务平台。
Talent is the source of competition and vitality of rural revitalization. Focusing on the first-hand data collected through questionnaires, fieldsurveys, in-depth interviews and other research methods, we built case databases and databases, and obtained network data from mainstream media aswell as. The rural talent revitalization patterns of Zhejiang "Huzhou Mode", Hubei "Xianning Mode" and Chongqing "Yongchuan Mode" are ana-lyzed from the aspects of governance demands, governance paths, governance methods and governance means. Finally, the study finds out the holisticgovernance schema of rural talent revitalization, and puts forward policy suggestions to promote rural talent revitalization: establish demand forecastingmechanism for rural talent revitalization;establish a "comprehensive department" for rural talent revitalization;improve the governance mechanism ofrural talent revitalization by integrating formal and informal systems;build rural talent information management service platform.
