摘要
粤港澳大湾区科技创新需要聚集大量创新要素和资源,这些要素和资源具有区域性、创新链环节或创新主体特定的特点。协同治理能够更好地促进创新链不同环节治理的接续转换,加快创新要素的流动,促进创新绩效的提高。文章将创新链的协同治理作为粤港澳大湾区科技创新合作的突破口,通过比较创新链不同环节的特点,构建基于创新链的协同治理框架,并结合分析粤港澳大湾区创新协同治理的障碍,探讨了实现创新链治理的三种理想的协同治理模式,提出了构建"公转"机制、"自转"机制、"公转+自转"互动融合机制三大协同治理机制,从而推动创新链的有效协同治理。
Science and technology innovation in Guangdong-Hong Kong-Macao Greater Bay Area(GBA) needs to gather a large number of innovative elements and resources. These elements and resources have the characteristics of regional, innovation chain or innovation subject-specific characteristics. Collaborative governance can better promote the succession of management in different links of the innovation chain, accelerate the flow of innovation elements, and promote the innovation performance. The collaborative governance of innovation chain is regarded as the breakthrough point of the cooperation of science and technology innovation in GBA. Based on the innovation chain, this research builds a collaborative governance framework after comparing the characteristics of different links in the innovation chain. The barriers of collaborative innovation governance in GBA are analyzed.Three ideal collaborative governance modes for the realization of innovation chain governance are discussed. Finally, to promote effective collaborative governance of the innovation chain, this paper proposes three collaborative governance mechanisms, namely the " public transfer" mechanism, the"self transfer" mechanism, and the "public transfer+self transfer" interactive integration mechanism.
