摘要
[目的/意义]自《情报学与情报工作发展南京共识》(以下简称《南京共识》)后,"新融合"成为当前时代背景下情报学科发展和情报工作定位的核心思路,情报人才按照何种定位来培养成为新命题。文章旨在重构新融合视域下情报人才培养的能力体系,对明确新时代情报人才能力的具体内涵具有重要启示意义。[方法/过程]文章从当前我国情报学研究的信息范式和情报范式出发,在归纳整合现有情报能力框架的基础上,以《南京共识》后国内情报学者关于大情报观下情报能力的经典论述为研究资料,采用质性研究方法,利用NVivo实现三阶段编码并提取新融合视域下情报能力要素,对已有情报能力框架进行修正和补充,最终构建出我国情报人才培养的全情报能力框架体系。[结果/结论]新融合视域下的全情报能力框架在知识储备、思维意识、情报技能、研究方法、个人品质五个方面均呈现新变化,复合了信息范式与情报范式下情报人才的关键能力要素,并注入反映大情报、大数据、大智能等新融合特征的全情报能力新要素。
[Purpose/significance]Since the"Nanjing Consensus of the Information Science and Information Work","new integration"has become the core idea of the development of information science and the orientation of information work under the background of the current era,and the orientation of intelligence talents training has become a new proposition.This paper is aimed at reconstructing the capabilities system of intelligence talents training from the perspective of new integration to clarify the specific connotation of intelligence talents ability in the new era.[Method/process]Beginning with the current information paradigm and intelligence paradigm in China,summing up and comparing the existing framework of intelligence capabilities,based on the classic discussions about the intelligence capabilities in the big intelligence view of domestic intelligence scholars,this paper amend the existing framework of intelligence capabilities with three-stage encoding realized by means of NVivo and extracted elements of intelligence capabilities in the new integration perspective,and finally construct the framework of the whole intelligence capabilities of intelligence talents training.[Result/conclusion]The framework of the whole intelligence capabilities in the new integrated perspective present some new changes in knowledge reserve,intelligence skills,analytical methods,intelligence thinking and personal qualities,which combines the key ability elements of intelligence talents under information paradigm&intelligence paradigm and adds new elements of the whole intelligence capability reflecting the new integration features of integrated intelligence,big data and artificial intelligence.
