摘要
随着互联网的迅速发展以及非传统安全问题在全球的不断蔓延,各国普遍认为开源情报对于国家安全非常重要,然而开源情报在我国公安情报工作中并没有得到很好的发展和运用。究其原因是开展情报活动的核心指导思想——“情报思维”存在偏差,使得情报人员缺乏从开源渠道获取情报信息的意识和思维。本文从情报思维的角度,提出开源思维的概念,对开源思维在公安实践中的应用价值及其发展落后的原因进行探讨,并提出一个由公安院校、公安机关以及情报人员组成的三位一体开源思维培养体系。
With the rapid development of the Internet and the continuous spread of non-traditional security problems in the world,it has become a common consensus that open source intelligence(OSINT) plays an increasingly important role in national security.However,OSINT has not been well developed and used in public security intelligence work in China.The reason is that the core guiding ideology of intelligence activities and work-“intelligence thinking” is insufficient,which makes intelligence personnel lack the consciousness and thinking of obtaining intelligence information from open source channels.From the perspective of intelligence thinking,this paper puts forward the concept of open source thinking,discusses the application value of open source thinking in public security practice and the reasons for its insufficient development,and puts forward a trinity open source thinking training system composed of public security colleges,public security agencies and intelligence personnel.
