摘要
大数据、人工智能等新技术催生的第四次工业革命已经来临,它正在深刻影响人类社会、重塑国家治理,大数据等信息技术也悄然应用于权力监督实践。通过深入剖析贵阳市公安交通管理局"数据铁笼"案例发现,大数据技术能够应用于权力监督实践,实现权力运行的全过程、实时监督。首先,大数据技术能够记录权力运行过程、采集权力行为数据,使权力运行过程与行为数据化、影像化,让权力行为留下数据痕迹。通过对数据的采集、存储、融合、分析,可以还原权力行为,以此实现对权力的监督。其次,大数据技术之所以能够应用于权力监督还源于它能够解决权力监督的"信息对称"问题。最后,权力监督领域的大数据技术应用与政府组织结构调整和流程再造互为前提、互为条件。论文从案例中提炼出一般性理论假设,为后续研究提供了基础。
The fourth industrial revolution,which is inspired by new technologies such as big data and artificial intelligence,has come.It is profoundly affecting human society and Reshaping National Governance.Big data and other information technologies are also quietly applied to power supervision practice.Through in-depth analysis of Guiyang Public Security Traffic Authority"Data Cage"case,the paper found that big data technology can be applied to the practice of power supervision,to implement the whole process of power operation,real-time supervision.First of all,big data technology can record the power operation process,collect power behavior data,and make the power operation process and behavior digitizing and visualizing,leaving data traces of power behavior.Through the collection,storage,fusion and analysis of data,power behavior can be restored to realize the supervision of power.Secondly,the reason why big data technology can be applied to power supervision is that it can solve the"information symmetry"problem of power supervision.Finally,the application of big data technology in the field of power supervision and the adjustment of government organizational structure and process reengineering are preconditions and conditions for each other.This paper abstracts the general theoretical hypothesis from the case,which provides the basis for the follow-up research.
