基于弹性需求的山地城市交通拥堵问题研究 被引量:2

A Study of Traffic Congestion Under Vehicle Restriction Policies in Mountain City Based on Elastic Demand

摘要 为缓解山地城市的交通拥堵问题,以重庆主城区为例,提出采取尾号限行政策控制机动车出行,减小城市高峰期道路网压力。基于拥挤条件下的机动车出行阻抗函数,提出了弹性需求下均衡状态的所需条件,构建了限行政策下的弹性需求交通流量分配模型,采用变换网络算法对限行区域及周边影响范围内的交通流量进行分配,并评价交通服务水平的变化。研究表明:在限行政策实施后,高峰期交通需求明显下降,区域内道路交通流量减少,跨江桥梁及主要干道交通高峰小时平均流量减少了14. 7%和17%,拥堵程度明显降低。最后,提出了缓解拥堵扩散的相关配套措施和建议。 In order to alleviate the traffic congestion problem in mountainous cities,this study takes the main urban area of Chongqing as an example,and proposes to adopt the tail number restriction policy to control motor vehicle travel,so as to reduce the pressure on the road network during the peak period of the city. Based on the travel resistance function of the motor vehicle under crowded conditions,the necessary conditions for the equilibrium condition under the elastic demand are proposed. The elastic demand traffic flow distribution model under the limit policy is constructed. The transformation network algorithm is used to limit the area and the surrounding area. Traffic flows are distributed and changes in traffic service levels are assessed. The research shows that after the implementation of the restriction policy,the peak traffic demand will decrease significantly,the road traffic volume in the region will decrease,and the average hourly traffic volume of cross-river bridges and main trunk roads will decrease by 14. 7% and 17%,and the congestion level will be significantly reduced. Finally,relevant supporting measures and suggestions for alleviating the spread of congestion are proposed.
