摘要
为适应劳动力市场的变化,欧洲、澳大利亚分别完善了欧洲资格框架与澳大利亚资格框架,以推动高级职业资格的发展。其中,欧洲高级职业资格强调了基于学习结果的评价标准、完善了有关能力维度的层级描述,并加强了与高等教育的沟通;澳大利亚高级职业资格构建了规范化的内容与结构,重视对基础技能的认可,并实现了各类职业资格间的等值与衔接。通过对欧洲与澳大利亚高级职业资格的比较,我国在进行高级职业资格框架设计时,应厘清总体思路,关注学习结果评价与工作本位学习,并搭建高级职业资格体系的衔接桥梁,进一步推进普职融通进程。
In order to adapt to the changes in the labor market, Europe and Australia have improved the European Qualification Framework and the Australian Qualification Framework respectively to promote the development of advanced vocational qualifications. Among them, the European advanced vocational qualification emphasizes evaluation criteria based on learning results, improves the hierarchical description of competence dimensions, and strengthens communication with higher education. The Australian advanced vocational qualification establishes a standardized content and structure, attaches importance to the recognition of basic skills,and achieves equivalence and linkage between various vocational qualifications. Based on the comparative analysis of European and Australian advanced vocational qualifications, we should clarify the overall thinking when designing the framework for advanced vocational qualifications, pay attention to the evaluation of learning results and job-based learning, and build a bridge between the advanced vocational qualification systems to further promote the process of integration of general education and vocational education.
