摘要
2017年,习近平总书记第一次提出了推进县域治理“三起来”的战略要求,即“把强县和富民统一起来,把改革和发展结合起来,把城镇和乡村贯通起来”。在县域治理中,城乡统筹的发展仍然占据着重要的地位。但是,目前县域治理与城乡统筹的融合发展仍然存有“角色转型不足、以自身群体利益至上、资源紧张、工农业二元结构依然存在”等问题,应从“构建适应城乡统筹发展的县域治理体系、加快生态环境建设与可持续发展、完善政策和督查系统、重点扶持可支撑城乡统筹协调发展的产业”等方面去解决当前县域治理与城乡统筹发展过程中存在的一些突出问题。
In 2017,General Secretary Xi Jinping put forward for the first time the strategic requirement of"three up"to promote county governance,that is,"to unify strong counties and rich people,to combine reform and development,and to connect towns and villages".In county governance,the overall development of urban and rural areas still occupies an important position.However,at present,there are still some problems in the integration and development of county governance and urban-rural co-ordination,such as"insufficient role transformation,supremacy of self-group interests,shortage of resources and dual structure of industry and agriculture".
