治理理论视角下的教育督导制度现代化改革研究 被引量:2

摘要 推动教育督导改革,适应教育现代化发展需求,是促进教育治理体系和治理能力现代化的重要举措。本文通过分析教育督导制度的改革历程,指出改革过程中在机构设置、人员构成、实施过程、保障措施等方面存在的问题,并从治理理论的角度,提出了督导机构设置独立化、职能一体化、督学队伍专业化、实施过程民主化、基础保障工作规范化等六大举措,推动教育治理体系和治理能力的现代化。 To promote the reform of educational supervision and to meet the needs of the development of educational modernization is an important measure to promote the modernization of educational governance system and governance capacity.By analyzing the reform process of educational supervision system,this paper points out the problems existing in the process of reform in the aspects of organization setting,personnel composition,implementation process,safeguard measures,etc.,and from the perspective of governance theory,puts forward six measures,such as the independence of supervision organization setting,the integration of functions,the specialization of supervision team,the democratization of implementation process,and the standardization of basic guarantee work,to promote the reform modernization of educational governance system and capacity.
