摘要
西南边陲铝工业带是指云南红河彝族苗族自治州、文山苗族壮族自治州与广西壮族自治区百色市、崇左市、南宁市、防城港市在内的二州四市的铝工业,还包括云南省其他市州的铝工业。这两州与四市应使用同一电网的水电与统一的优惠电价,云南应向广西输送水电,不够可以从老挝进口水电或到老挝去建水电站。云南边陲铝工业带(含云南其他州市)内的铝产品设想产量:氧化铝30,000 kt/a,铝用炭素4700 kt/a,原铝15,000 kt/a,应把全部原铝转变为从初级(压力加工用锭)深加工产品到高级(结构件与装备零部件)的深加工产品。
The southwest border aluminum industry belt refers to the aluminum industry in two prefectures and four cities,including Honghe Yi and Miao Autonomous Prefecture,Wenshan Miao and Zhuang Autonomous Prefecture,and Baise City,Chongzuo City,Nanning city and Fangchenggang City in Guangxi Zhuang Autonomous Region,as well as the aluminum industry in other cities and prefectures in Yunnan Province.These two prefectures and four cities should use the same hydro-powergrid and unified preferential tariff.Yunnan should send hydro-power to Guangxi,if not sufficient,it should import hydro-power from Laos or build hydro-power stations in Laos.The envisaged output of aluminum products in Yunnan border aluminum industrial belt(including other cities and prefectures in Yunnan)is 30,000 kt/a alumina,4700 kt/a carbon for aluminum and 15,000 kt/a primary aluminum.All primary aluminum should be transformed into deep-processing products from the primary(ingot for pressure processing)to the advanced(structural parts and equipment parts).
