基于省级尺度的中国工业生态效率的时空演变及影响因素 被引量:63

Spatial and Temporal Evolution and Influencing Factors of China's Industrial Eco-Efficiency Based on Provincial Scale

摘要 促进工业生态化、绿色化、可持续发展既是新发展理念的根本要求,也是实现经济高质量发展的关键所在。文章选取2005—2017年各地区相关数据,采用非期望SBM模型测算中国31个省(自治区、直辖市)工业生态效率,并借助空间计量分析模型考察区域工业生态效率的空间特征与影响机理。结果显示:①2005—2010年中国省域工业生态效率较为稳定,效率值始终在0.760上下浮动,自2011年后开始出现明显波动,并呈现出“两极化”特征;空间上呈现出东部地区>西部地区>中部地区的空间分布格局。②中国省域工业生态效率具有明显的空间集聚特征,环渤海地区是典型的高效率区域,而低效率区主要集中在东南沿海地区;同时,工业生态效率水平高的省份与工业生态效率低的省份在地理空间上的分布均相对集中。③环境规制与经济发展水平对工业生态效率具有显著的推动作用,产业集聚与产业结构阻碍工业生态效率的提高,研发强度的影响并不显著;环境规制与产业集聚具有正向的空间溢出效应,经济发展水平表现为负向的空间溢出效应,而其余因素影响并不显著。最后,基于上述结果提出针对性意见,以期为促进区域可持续发展、加快生态文明建设提供理论参考。 The promotion of industrial ecology,greening and sustainable development is not only the fundamental requirement of the new development concept,but also the key to achieving the high quality development of the economy.Based on the relevant data from 2005 to 2017,the industrial eco-efficiency of 31 provinces and cities(autonomous regions)in China is calculated by using the unexpected SBM model,and the spatial characteristics and impact mechanism of regional industrial eco-efficiency are investigated by using the spatial econometric analysis model.The results show that:1)from 2005 to 2010,the eco-efficiency of China's provincial industries is relatively stable,with the efficiency value fluctuating around 0.760.Since 2011,there has been obvious fluctuation and"polarization"characteristic.The spatial distribution pattern is eastern region>western region>central region.2)China's provincial industrial eco-efficiency has obvious spatial agglomeration characteristics.The Bohai Sea region is a typical high-efficiency region,while the lowefficiency region is mainly concentrated in the southeast coastal region.At the same time,the provinces with high industrial eco-efficiency and those with low industrial eco-efficiency are relatively concentrated in geographical space.3)Environmental regulation and economic development level promote industrial eco-efficiency.Industrial agglomeration and industrial structure inhibit the improvement of industrial eco-efficiency,but the impact of R&D intensity is not significant.Environmental regulation and industrial agglomeration have a positive spatial spillover effect.Economic development level shows a negative spatial spillover effect.The influence of other factors is not significant.Finally,based on the above results,some suggestions are put forward in order to provide decision-making reference and theoretical support for narrowing the gap between regions,improving the overall efficiency level and policy-making.
