摘要
鼓励社会各界积极支持职业教育发展是我国职业教育改革的重要举措。香港地区推行政府统筹与社会多主体参与的职业教育,重视发挥职业教育中介组织的作用。职业训练局作为职业教育中介组织,建构了参与式的治理结构,以使命为导向发挥了自身的功能,形成了多主体参与的监管策略。职业训练局的发育环境是政府与市场的交叉失灵,该局以自我管理与非营利性服务为运行机理,以互动式合作格局的塑造为效应机理。内地在推动职业教育办学格局转型发展的过程中,应进一步改变单一教育行政管理思维,培育职业教育中介组织;不断理顺政府与职业教育中介组织之间的关系,促进两者合作;积极建立多主体参与的治理体系,形成职业教育发展合力。
Encouraging all sectors of society to actively support the development of vocational education will become an important measure for the reform of vocational education in China.Hong Kong Special Administrative Region promotes the government and multi-subjects of the society to participate in vocational education,and attaches importance to the role of Vocational Education Intermediary Organization.As a vocational education intermediary organization,the Vocational Training Council has constructed a participatory governance structure,played its own functions with a mission-oriented orientation,and formed a multi-agent participation supervision strategy.The developmental environment of Vocational Training Council is the cross-failure between the government and the market.The bureau uses self-management and non-profit services as the operational mechanism,and the interaction of the cooperative cooperation pattern as the effect mechanism.In the process of promoting the transformation and development of the pattern of vocational education,Mainland of China should change the single education administrative management thinking,foster vocational education intermediary organizations;rationalize the relationship between government and vocational education intermediary organizations,promote cooperation between the two;establish multi-subjects participation,and form a joint force for the governance of vocational education.
