县域教育行政部门落实立德树人工作的角色、瓶颈与路径——基于教育政策执行的视角 被引量:13

The Role,Bottleneck and Path of the County-level Education Administrative Department to Carry out the Work of Fostering Virtue Through Education—Based on the Perspective of Educational Policy Implementation

摘要 落实立德树人是当前我国各级各类教育事业发展的首要工作。在基础教育领域,县域教育行政部门在推进立德树人相关教育政策的贯彻落实过程中是关键主体,发挥着主导作用,但在政策落实过程中存在政策理念认知不深入、教育行政生态不完善、规划行动路径不健全等瓶颈问题。为有效落实立德树人的政策目标,教育行政部门需要在教育观念引领,推动课堂内外融合,优化区域资源配置,推进家、校、社协同育人和加强专项督导与评价问责等五方面探索具体可操作的实施路径。 The implementation of fostering virtue through education is the primary task of the development of all kinds of education in China.In the field of basic education,the county-level education administrative department is the key subject and plays a leading role in promoting the implementation of education policies related to foster virtue through education.However,there are some bottleneck problems in the implementation of policies,such as the lack of in-depth understanding of policy ideas,the imperfect education administrative ecology,and the imperfect planning and action path.In order to effectively implement the policy goal of fostering virtue through education,the education administrative department needs to explore the specific and operable implementation path in five aspects:leading the scientific education concept,promoting the integration inside and outside the classroom,optimizing the allocation of regional resources,promoting the coordinated education of family,school and society,and strengthening special supervision,evaluation and accountability.
