摘要
兴起于西方发达国家的公共服务改革运动形成效率型、民主型与满意度型公共服务质量改进理论,持续提升公共服务质量成为各国政府的共识与目标。行政生态学理论从经济要素、政治架构、社会要素、沟通网络等方面分析了行政生态,为公共服务质量改进提供了理论指导。从中国公共服务质量改进的行政生态看,经济发展差异决定了公共服务发展的不充分不均衡,地方政府公共服务理念变革转型与区域差异明显,公共服务多元主体协同参与耦合不足,沟通网络中传统与现代元素交错并存。由此,中国公共服务质量改进应从传统单一维度向多元整体维度转变,从线性逻辑向循环综合逻辑转变,从单一结构向多元协同结构转变。
The public service reform movement emerging in western developed countries has formed the efficiency,democratic and satisfaction-oriented public service quality improvement theory,and continuously improving the quality of public services has become the consensus and goal of governments of various countries.The theory of administrative ecology advocates the importance and attention to social reality in the development and reform of public administration.From the perspective of the administrative ecology of public services in China,difference in economic development has resulted in inadequate and uneven development of public service,obvious difference in local public service concepts and capabilities,insufficiency in the cooperation of multiple subjects of public service,and the coexistence of traditional and contemporary elements in the communication network.Therefore,the improvement of public service quality in China should carry out the transition from the traditional single dimension to multiple overall dimensions,from linear logic to circular synthesis logic,and from single structure to multiple collaborative structure.
