摘要
技术赋权在适配国家治理现代化的过程中具有重要的地位。解构为价值导向、开发路径以及应用限度三重维度下的技术赋权,为技术治理和国家治理现代化之间重塑了一种最佳状态。选取价值、制度和绩效的视角来看,技术赋权不仅契合国家治理现代化的价值诉求,为制度变革提供了必要的技术支撑,而且有助于提升国家治理绩效。在具体的实践进路中,从有效的国家治理的逻辑出发,技术赋权从权力、行动、空间三个层面构建起了技术治理与国家治理有效融合的机制,在此基础上推进国家治理现代化。
Technology empowerment plays an important role in the process of adapting to the modernization of national governance.Technology empowerment deconstructs into three dimensions:value orientation,development path and application limit,and reshapes a best state between technology governance and national governance modernization.From the perspective of value,institution and performance,technological empowerment not only conforms to the value demands of the modernization of national governance,but also provides necessary technical support for institutional change and helps to improve the performance of national governance.In the specific practical approach,from the logic of effective national governance,technological empowerment constructs the mechanism of effective integration of technological governance and national governance from three levels of power,action and space,and on this basis,promotes the modernization of national governance.
