摘要
2020年中国将消灭绝对贫困,未来扶贫工作的重心将从解决绝对贫困转向瞄准相对贫困,由于人口老龄化趋势与城镇化发展,农村留守老年人口逐渐增多,加之农村老年群体增收困难、传统家庭养老功能式微以及农村社会保障能力不足等因素,农村老年人将是相对贫困防控的重点特殊人群。在相对贫困下,关注农村老年贫困不仅是应对人口老龄化、城镇化以及巩固脱贫攻坚成果的需要,也是乡村振兴战略的题中之义。要把解决农村老年贫困问题融入乡村振兴战略进行统筹规划;要创新农村老年人的多维精准识别与帮扶机制,加强“扶贫”向“防贫”转变;要健全农村社会保障制度,提升农村老年人的幸福感;要构建多层次农村养老服务体系,提高养老保障供给水平,以构建相对贫困下农村老年贫困治理长效机制。
China will eliminate absolute poverty in 2020,the focus of future poverty alleviation work aimed from absolute poverty to relative poverty,due to the trend of population aging and urbanization development,rural left-behind elderly population gradually increased,together with the rural elderly population increasing difficulty,the traditional family endowment function decline and insufficient capacity of rural social security,the rural elderly people will be the focus of the relative poverty prevention and control special crowd.In the context of relative poverty,focusing on rural elderly poverty is not only necessary to cope with population aging and urbanization,but also to consolidate the achievements of poverty alleviation.It is also part of the rural revitalization strategy.To solve the problem of the rural elderly poverty into the strategy of rejuvenating rural overall planning,to innovate the rural elderly multidimensional accurate recognition and support mechanism,strengthen the“poverty alleviation”to“the poor”,to improve the rural social security system,improve the rural elderly people happiness,want to build a multi-level rural old-age service system,improve the level of old-age security of supply,to build the relative poverty of rural elderly poor governance long-acting mechanism.
