摘要 教育部发布的建设一流专业的“双万计划”是一项声势浩大的本科教育质量提升工程,是为实现我国在2035年建成世界一流本科教育目标的奠基性工程。然而要在3年时间内建成1万个国家级一流本科教育专业点并统筹完成1万个省级一流本科教育专业点,其困难是巨大的,最大的困难莫过于对一流专业标准的确认。无论是工科专业、医学专业还是师范专业,如果不能在一流专业的标准上获得基本共识,仅仅是基于已有水平进行“选秀”,很可能错过一次大面积提升本科教育质量的机会。专业是高校人才培养的基本单元和组织平台,建设一流本科专业是高校内涵式发展的重要基石和根本抓手。“双万计划”要求面向各类高校和全部专业开展一流本科专业点建设,重在基础建设和机制建设。显然,师资、课程和实践实训基地是基础,评价政策是机制,只有基础牢固,机制健全,才能奠定一流专业健康成长的根基,否则一流专业建设就会出现较大的波折。 The“Double Ten Thousand Plan”for the construction of first-class majors issued by the Ministry of Education is a massive project to improve the quality of undergraduate education,and it is the foundation project for achieving the goal of building a world-class undergraduate education in China by 2035.However,the difficulty of building 10000 national first-class undergraduate education majors and coordinating the completion of 10000 provincial first-class undergraduate education majors in three years is huge.The biggest difficulty is the confirmation of first-class professional standards.If a basic consensus can’t be obtained on the standards of first-class majors and just a“draft”is conducted based on existing levels,a large-scale opportunity to improve the quality of undergraduate education will be missed.Majors are the basic unit and organizational platform for the talent training in colleges and universities.Building first-class undergraduate majors is an important cornerstone and fundamental starting point for the connotative development of colleges.The“Double Ten Thousand Plan”requires the construction of first-class undergraduate programs for all types of universities and all majors,focusing on infrastructure and mechanism building.Obviously,the teachers,courses and practical training bases are the foundation,and the evaluation policy is the mechanism.Only if these two are successful can we lay the foundation for the healthy growth of first-class professionalism,otherwise there will be major setbacks in the construction of first-class professionalism.
