摘要
2017年以来,美国特朗普政府不断出台限制、打压中国经济和科技发展的种种政策,使中美两国关系日趋紧张,为中美科技合作的未来发展增添了不确定性。在此背景下,各国的主要智库、媒体纷纷针对中美科技合作的现状和趋势发表分析和评论。本文通过对相关分析进行系统梳理和归纳,提出中美科技合作的四大未来走向,包括中美科技竞争将长期持续、中美在科技领域不会完全脱钩、美国将逐步降低自身对中国的依赖程度、中美之间将形成"可控竞合"关系;并对美国将对中国科技领域进一步采取的三方面措施进行预判,包括严格审查中美联合研究项目及中国企业、说服更多盟友共同对抗中国,以及在新兴技术领域加强体系建设,削减中国的地位和影响;最后为中国应对这些措施提出了五点建议。
Since 2007,the Trump administration of the United States has continuously introduced various policies to restrict and suppress China’s economic and technological development,which has made the relationship between China and the United States increasingly tense.This situation has added much uncertainty to the future development of Sino-US cooperation in S&T field.In this context,the major think tanks and media of various countries have published analysis and comments on the status quo and trends of Sino-US science and technology cooperation.Through systematically combing and summarizing relevant analysis,this paper proposes four future trends of Sino-US technology competition,including Sino-US technology competition will continue for a long time,China and the United States will not completely decouple in S&T field,the United States will gradually reduce its dependence on China,and a relationship of"controllable competition and cooperation"between China and the US is taking shape.Besides,three measures that the United States may further take against China’s S&T sector are predicted,including a strict review of Sino-US joint research projects and Chinese companies,persuading more allies to fight against China,and strengthening system building in emerging technologies to weaken the influence and status of China in these areas.Last but not least,the paper proposes five suggestions for China to respond to these measures.
