摘要
2017年12月,美国政府对中国的定位从"战略伙伴"转变为"战略竞争对手",此后特朗普政府的对华政策愈发强硬,呈现出全面对抗的趋势。禁运作为对华政策的重要构成,也发生了新的变化,在决策内容方面修改并新增了一些禁运条款,在政策执行方面通过调整部门职能及设置以充分发挥总统行政权,以便在政府决策体系和其他影响因素的干预中寻找平衡,从而孵化出最后的禁运政策。本文主要关注特朗普政府对华禁运政策体系中的主要决策和执行角色、跨部门联动及政策配合。研究发现,美国已出台的对华禁运政策内容虽然会不断反复调整,但长期遏制中国的根本目的不会改变,全面认识中美之间的结构性对抗,有助于为中国在贸易战的复杂形势下打开局面。
In December of 2017,the U. S. government holds that China’s role was transformed from a " strategic partner" into a " strategic competitor". Since then,the Trump-headed administration’s policy toward China has become tougher,which took on a trend of comprehensive confrontation. As an important part of the policy toward China,American embargo operation has been changed a lot as well. In terms of decision-making content,some embargo clauses have been modified and added.In terms of policy implementation,the functions and settings of the department have been adjusted to give full play to the executive power of the president,in order to balance the government’s decision-making system and the intervention of other factors,and finally incubate the embargo policy. This article focuses on U. S. ’s main decision-making and enforcement roles and its policy coordination through trans-department collaboration in Trump-headed administration’s embargo policy system targeting China. The study discovers that although Washington’s embargo policy to China will continue to be adjusted repeatedly,the fundamental purpose of containing China will not be changed. A comprehensive understanding of the structural confrontation between China and the United States will help China create a new situation to confront the complex trade war.
