摘要
在对温室气体纳入排污许可管理背景研究基础上,梳理了美国温室气体管控的先进经验及我国温室气体管控现状,从法律层面、制度层面、技术层面、信息平台层面提出了现阶段将温室气体纳入排污许可管理体系的建议。
This article is mainly to conduct background study on the incorporation of greenhouse gases management into the pollutant emission permit system. By sorting out the advanced greenhouse gas control experience in the United States, we provide suggestions from four aspects: legal aspect, institutional aspect, technical aspect and information platform aspect.
