摘要
制度执行力的提升不能单纯依靠行政系统的贯彻落实,还需要一定的政治基础。制度执行力与政治密切关联:制度执行的内容由政治确定,制度执行的过程需要政治动员,制度执行力度需要政治监督与评估,制度执行的权力也是政治赋予的。要提升制度执行力,就要进一步提高制度制定过程中政治决策的科学性,强化权力机关对行政部门的监督、考核,加强制度的宣传教育,充分发挥党总揽全局、协调各方的领导作用。
The promotion of the executive power of the system can not only depend on the implementation of the administrative system,but also need a certain political foundation.Executive power of the system is closely related to politics:the content of system execution is determined by politics,the process of system execution needs political mobilization,the strength of system execution needs political supervision and evaluation,and the power of system execution is also given by politics.In order to improve the executive power of the system,we should further improve the scientificity of political decision-making in the process of making the system,strengthen the supervision and assessment of the authority to the administrative departments,strengthen the publicity and education of the system,and give full play to the leading role of the Party in taking charge of the overall situation and coordinating all parties.
