摘要
经济生态化发展是生态文明建设融入经济建设的本质要求,环境规制是实现京津冀经济生态化发展的重要手段。在科学评估京津冀经济生态化发展水平基础上,构建动态面板模型,实证研究了环境规制对京津冀经济生态化发展的异质性效应,结果得出:2004—2017年,命令控制型环境规制对京津冀经济生态化发展具有显著负向作用,经济激励型和自愿型环境规制对京津冀经济生态化发展的效应呈现倒“U”型曲线特征,表明京津冀环境规制应从重视“强度”转变为“提质增效”,建立更具有针对性、高效性、多样性、可持续性的环境规制工具组合是环境规制改革的重要方向。最后,从优化环境规制工具角度,提出了几点政策建议。
The ecological development of the economy is the essential requirement of the integration of the ecological civilization into the economic construction,and the environmental regulation is an important means to realize the economic ecological development of the Beijing-Tianjin-Hebei region.Based on the scientific evaluation of the level of economic ecological development in Beijing-Tianjin-Hebei region,this paper constructs a dynamic panel model to empirically study the heterogeneity effect of environmental regulation on economic ecological development in the region.The results show that:from 2004 to 2017,the command and control type regulations have a significant negative effect on the economic ecological development.The effect of economic incentive and voluntary environmental regulation on the economic ecological development shows the characteristics of inverted"U"curve.These indicate that the environmental regulation of Beijing,Tianjin and Hebei should change from"intensity"to"improving quality and efficiency",and should establish a more targeted,efficient,diverse and sustainable combination of environmental regulation tools,which is an important direction of environmental regulation reform in this region.Finally,some policy suggestions are put forward from the point of view of optimizing environmental regulation tools.
