摘要
城市公共安全风险治理是国家治理现代化的重要组成部分,新冠肺炎疫情暴露出的城市公共安全风险治理的结构性矛盾,是新时代优化城市公共安全治理的现实逻辑起点。站在疫情防控角度审视城市公共安全风险治理,可以发现层级式管理体制的内在“矛盾”、管理末端的“梗阻”以及分布式职能的“离散”是导致公共安全风险治理困境的重要原因。为此必须要在充分认识新时代城市公共安全风险治理的价值基础上,从管理体制机制优化、公共安全平台建设以及文化教育方面共同发力推进城市公共安全风险治理,进而以此全面推进国家治理的现代化水平和效能。
Urban public safety risk governance is an important part of the modernization of national governance.The structural contradictions of urban public safety risk governance exposed by the new type of Coronavirus pneumonia epidemic are the logical starting point for optimizing urban public safety governance in the new era.Examining urban public safety risk governance from the perspective of epidemic prevention and control,we can find that the inherent"contradictions"of the hierarchical management system,"obstructions"at the management end,and"dispersion"of distributed functions are important causes for the dilemma of public safety risk governance.Therefore,on the basis of fully understanding the value of urban public safety risk governance in the new era,we must work together to promote urban public safety risk governance from the aspects of optimization of management systems and mechanisms,construction of public safety platforms,and cultural education,thereby comprehensively promoting national governance level of modernization and effectiveness.
