摘要
本文采用太空-天空-地面"三界"大数据采集模式,以自然灾害应急处置服务需求为切入点,开展自然灾害应急处置服务系统建设与应用。综合利用多平台"三界"大数据信息采集与融合、自然灾害多灾种灾害链综合监测、"高分+"的自然灾害应急救援分析及面向对象的自然灾害人工智能判识等技术实现自然灾害灾情勘察、灾情评估、辅助决策和综合保障等应急处置功能,为自然灾害应急管理提供决策信息服务,提高各类突发自然灾害应急处置应对能力。
This article adopts the"three realms"big data collection model of"space-sky-ground",and takes the needs of natural disaster emergency response service as the starting point to carry out the construction and application of natural disaster emergency response service systems.Comprehensive utilization of multi-platform"three realms"big data information collection and fusion,comprehensive monitoring of multi-hazard disaster chains of natural disasters,"high resolution+"natural disaster emergency rescue analysis and object-oriented artificial intelligence identification of natural disasters implement emergency response functions such as natural disaster investigation,disaster assessment,auxiliary decision-making and comprehensive guarantee,provide decision-making information services for natural disaster emergency management,and improve the response capacity of various natural disaster emergencies.
