推进国家治理体系和治理能力现代化是全面深化改革的总目标。深化科技体制改革、构建科技创新体系是全面深化改革的重要内容。科技创新体系有利于实现一个国家与社会、中央与地方、政府系统内组织、财力、人力和信息等治理资源相互联动、相互契合的资源配置。因此,要构建科技创新体系促进政府治理目标精准化;构建科技创新体系促进政府治理主体多元化;构建科技创新体系促进政府治理主体多元化;构建科技创新体系促进政府政务服务高效化。
Promoting.the modernization of China's system of governance and governance capacity is the general objective of comprehensively deepening reform.Deepening institutional reform of science and technology and constructing the system for scientific and technological innovation are the important contents of comprehensively deepening reform.The system of scientific and technological innovation is conducive to the resource allocation with linkage and mutual agreement between governance resources such as organization,financial resources,human resources and information in a country or society central and local governments,and government systems.Therefore,it is necessary to build a scientific and technological innovation system to help government tailor-make its governance objectives;to diversify the participants in the government's governance;and to improve the efficiency of government services.
