摘要
随着知识生产模式的发展与转变,公民社会影响下的四螺旋创新驱动模式逐渐成为高技术产业协同创新发展的新趋势。从四螺旋模式出发,基于复杂适应系统理论,以中国30省高技术产业为例,采用模糊集定性比较分析方法,探究影响我国高技术产业创新绩效的多重并发因果作用机制,揭示各地区高技术产业的竞争优势与潜在问题。结果发现:产生高创新经济绩效与科技绩效共同的组态类型为:政产学研平台联合导向型、平台公众政学研联合导向型,创新经济绩效独有的组态类型为产学研公众联合导向型。通过对比产生非高创新绩效的条件组态形式,揭示了创新驱动作用机制的驱动要素对产生高或非高创新绩效存在非对称性关系。创新驱动作用机制内部要素的协同效应是实现产业创新绩效提升与价值创造的基础,公众社会参与也无法独立和直接作用于高技术产业创新绩效的提升,因各地区产业发展基础、资源配置等因素的不同,创新驱动要素对创新绩效提升的作用机理并不是既定模式。
With the development and transformation of the knowledge production mode,the quadruple helix mode innovation driven mode under the influence of civil society has gradually become a new trend for the collaborative innovation development of high-tech industries.The increasing demand for heterogeneous knowledge in technology research and development has spawned numerous platform organizations and network media.The form of public participation in scientific and technological innovation activities has also changed from passive acceptance of popular science to active participation.Social public participation has also become an important factor of driving the sustainable development of industrial innovation.This research applies the quadruple helix mode to analyze the elements and main components of the operation mechanism of the quadruple helix innovation mode,and explore the mechanism of multiple conjunctural causation of differences in China’s 30 Provinces high-tech industries,based on the theory of complex adaptive systems and the method of qualitative comparative analysis.At the same time,this research reveals the competitive advantages and potential problems of high-tech industries in different regions.Results show that the configuration types of high innovation economic performance and science and technology performance can be divided into the following part.The first one can be named university-industry-government-scientific institution-platform joint orientation,it effectively puts policies and diversified innovation support into the growth of industrial operations and enhances the hard power of research and development of innovation.Through consolidating the supply of innovative resources and solidifying the foundation of industrial development,it promotes the transformation of healthy innovation performance.For the another one,it can be called platform-public-government-university-scientific institution joint orientation,with the support of connecting with the public needs,and arranging innovative resource investment surrounding with market demand,it can reach the aim of promoting the social market value transformation of scientific and technological achievements.The unique configuration type that produces high innovation economic performance is the industry-university-scientific-public joint oriented type,which relies on the support of research and development of innovation activities,and also benefits from the continuous promotion of the company’s operation and relatively stable social public environment.Through comparing the configuration form of leading high economic and scientific performance with the non-high economic and scientific performance,it further confirms that there is an asymmetric causality relationship between the innovation driven factors of driving mechanism and producing high or non-high innovation performance.The synergism of the innovation driven factors is the basis for achieving the improvement of industrial innovation performance and value creation.At the same time,public social participation cannot independently and directly affect the improvement of high-tech industry innovation performance.In the case analysis,due to the differences of geographic location,basic scale of industrial development and resource allocation,it also can be found that the mechanism of improving innovation performance is not a fixed mode.In order to maximize the sustained output of innovation energy,it is necessary to strengthen the guidance of the quadruple helix innovation driven operating mechanism in combination with the actual development of regional industries.The research conclusion of the research is helpful to rationally plan the inputs of resources or elements in the quadruple helix innovation.Meanwhile,it can also contribute to mobilizing,consolidating and improving the quadruple helix innovation driven operating mechanism based on the regional development pattern.It will be crucial for all regions of China to formulate high-tech industry innovation and development strategies combined with local condition.At the same time,it will be of great significance to the healthy and sustainable development of high-tech industries in different regions.
