摘要
居民参与是社区治理的基础要件,而在党政主导下的社区治理的过程中,如何动员居民介入社区事务,则是一个理论兼实务难题。实际上,当代中国基层政策执行与社会治理结合日趋紧密,因而政府可通过政策动员让公民卷入其中的方式促进居民参与。案例研究表明:使居民直接受益并需要居民参与执行的公共政策、对非政府主体的赋权、嵌入或拓展社区社会网络、适当的动员策略是促进居民参与的核心要素。更细致地看,政府在政策动员中,可通过话语应用、意义宣示等策略性框定(framing)与社区居民在公共政策合法性上达成共识,为动员打下基础;在政策执行中赋权于合作者以实现组织化,并通过合作者嵌入并拓展社区社会网络以扩大动员能力;最后,通过多种动员策略影响居民情感与理性计算,直接推动社区居民参与。
Residents’participation is an essential element of community governance.There is no doubt that how to mobilize residents to participate in community affairs in the process of community governance under the leadership of CCP and the Chinese Government is a theoretical and practical challenge.We can see the grass-roots policy implementation and social governance in contemporary China is becoming closer,so the government can promote residents’participation through grass-roots policy mobilization to involve citizens.This case study shows that public services related to residents’interests,empowerment of non-governmental entities,embedding or developing community social networks,and appropriate mobilization strategies are the crucial elements to stimulate residents’participation.To be more specific,in policy mobilization,firstly,the government can reach consensus with community residents on the legitimacy of public policies through strategic framing such as discourse adoption and media propaganda,which can lay the foundation for mobilization.Secondly,Government can empower collaborators in service provision to improve organizational capabilities,and expand mobilization capabilities by embedding and expanding the community’s social networks.Finally,multiple mobilization strategies can be used to influence residents’emotional and rational calculations,thereby promoting community residents’participation.
