摘要
燕窝被誉为“东方珍品”,由于国内消费市场巨大,燕窝走私由来已久,给食品安全和税收安全带来了威胁。多年来,海关缉私部门致力于打击燕窝走私,规范燕窝市场。笔者从燕窝进口现状出发,对诱发走私的原因和监管中存在的问题进行思考分析,并提出完善监管制度设计,强化专业打击,推进政府、社会、公民多元共治等对策建议,以期对燕窝走私进行综合治理,促进行业健康发展,营造公平的贸易环境。
Bird's nest is known as"oriental treasure".Due to the huge domestic consumer market,bird's nest smuggling has a long history,which poses a threat to food safety and tax security.Over the years,the anti-smuggling department of the customs has devoted itself to fighting bird's nest smuggling and regulating bird's nest market.Focusing on the current status of the bird's nest,the paper analyzes the cause of the smuggling and the problems existing in the regulation,putting forward suggestions to improve regulatory regime,special campaign and joint operations of government,society and citizens,so as to realize the comprehensive governance against the bird's nest smuggling,promote the sound development of the industry and create a fair trade environment.
