摘要
核应急是核能事业持续健康发展的重要保证。为了把握我国核应急关键技术的研发重心,切实解决我国核应急技术重要需求和关键科学技术难题,探讨了国内外核应急发展现状,剖析了我国的核应急组织体系、核应急法规体系以及核应急演练机制,并在此基础上,通过总结中国核电及核电安全技术的发展趋势,进一步展望核应急发展的前沿动态。我国已建立了较为完善的核应急组织体系和法律体系,目前仍密切跟踪国际最新安全要求完善体系建设;核应急技术与装备研究方面,我国仍处于起步阶段,尚缺乏较为成熟的核应急技术和完备的装备。国家投入大量精力开展核应急技术的研究,重点攻克在核事故应急评价、核与辐射应急监测技术,核应急辐射防护技术,核事故应急作业技术与装备,以及核事故后果评价等方面的关键技术。
Nuclear emergency is an important guarantee for the sustained and healthy development of nuclear energy.In order to grasp the R&D focus of China’s key nuclear emergency technologies and solve the important requirements and key technical difficulties of nuclear emergency technology,this article discusses the current status of nuclear emergency development at home and abroad,and analyzes the organization system,regulatory system,and drill mechanism of xnuclear emergency in China.On this basis,the development trend of nuclear power and nuclear safety technology in China is summarized,and the frontier trend of important scientific and technological development of nuclear emergency is prospected.China is still closely following the latest international safety requirements to improve the system,although the system is relatively complete.The study on nuclear emergency technology and equipment is still in its infancy and lacks of mature nuclear emergency technology and complete equipment.China has made great efforts to the study of nuclear emergency technology,focusing on key technologies in nuclear accident emergency assessment,nuclear emergency monitoring technology,radiation protection technology,emergency operation technology and equipment,and consequence evaluation.
