摘要
A类战略性先导科技专项重在战略高技术、重大公益性关键核心科技问题的突破,其组织管理是一项具有挑战性的复杂系统工程。以中国科学院在海洋领域启动的首个A类战略先导科技专项--"热带西太平洋海洋系统物质能量交换及其影响"为例,梳理总结专项组织管理的特点,并从建立科学组织体系、探索创新运行机制、构建高效管理机制、创造良好支撑条件并实现资源共享等方面阐述专项管理的探索和实践,提出思考与建议,旨在为其他重大专项的管理实施提供有益参考和借鉴。
Type A Strategic Priority Research Program focuses on the breakthrough of strategic high-tech and major public key scientific and technological issues,and its organization and management is a challenging complex system engineering.This paper takes the program named"Western Pacific Ocean System:Structure,Dynamics and Consequences"(WPOS)as an example,which is the first type A Strategic Priority Research Program launched by the Chinese Academy of Sciences in the marine field,summarizes the characteristics of it's organization management,expounds the management exploration and practice of establishing scientific organization system,exploring innovative operation mechanism,constructing efficient management mechanism,creating good supporting conditions and realizing resource sharing,and puts forward some reflections and suggestions.The purpose of this paper is to provide useful reference for the implementation of other special program management.
