摘要
国家治理体系与能力的现代化决定着大学治理现代化的路径选择与价值逻辑,大学治理现代化不仅反映国家治理的逻辑,同时也是大学内在发展逻辑的自然延伸。就治理主体而言,大学治理现代化的本质是国家领导与社会协同下的大学自治;就治理目的而言,大学治理现代化的本质是回归、唤醒学术自由的文化基因,并激发其在新时代的现实活力。大学治理现代化的显著表征是体制机制先进、人才培养卓越、科学研究丰硕、文化价值凸显和社会服务强劲。大学治理现代化策略应着重于发挥制度优势、把握时代特征、支持国家需要、坚守立德树人、突破思维局限、创新制度耦合、建构人才高地、提升国际品质、系统变革教学、优化资源配置、塑造大学文明、树立学科统领、培聚社会资本、借力科学评估等方面。
The modernization of national governance system and capacity determines the path selection and value logic of the modernization of university governance.The modernization of university governance reflects not only the logic of national governance,but also the natural extension of the internal development logic of universities.In terms of governance subject,the essence of university governance modernization is the university autonomy under the coordination of national leadership and social collaboration.In terms of governance purpose,the essence of university governance modernization is regression,which means to awaken the cultural gene of academic freedom to stimulate its realistic vitality in the new era.The remarkable characteristics of the modernization of university governance lie in advanced system and mechanism,excellent talent trainings,abundant scientific research,prominent cultural values and strong social services.The strategies of university governance modernization should concentrate on making full use of the institutional advantages,grasping the characteristics of the times,supporting the national requirements,sticking to the morality education,breaking through thinking boundaries,innovating institutional coupling,constructing highlands of talents,improving international quality,changing the instructional system,optimizing the allocation of resources,building up university civilization,setting up the disciplines leadership,centralizing the social capital,and relaying scientific evaluation and so on.
