摘要
推荐医师制度是《中医药法》规定的中医医术确有专长人员考核制下的全新制度设计,是考核报名要求中重要的一项。为贯彻落实推荐医师制度,国家卫健委、中医药管理局和各省级中医药主管部门相继发布了《暂行办法》和《实施细则》,使推荐医师在考核报名阶段发挥了很好的初步遴选作用。但由于是首次提出推荐医师的报名要求,在推荐医师的资质要求、推荐医师的权利义务、推荐程序、法律责任等方面仍存在一些问题。就这些问题进行分析论证,并提出相应的对策建议。
It is necessary to obtain at least two Chinese medicine physicians recommending to apply for the examination of TCM doctors.This is a requirement for at least two Chinese medicine physicians recommending in the condition which absence of paper-examinations and academic qualifications.The selection of Chinese medicine practitioners who can provide safe and effective Chinese medicine services provides protection.However,since this is the first time to submit a referral request for recommended physicians,there are many problems in recommending such as the qualification of the recommending physicians’s rights and obligations,recommending procedures,supervision and legal liability.
