摘要
借助增加值贸易概念,使用多区域投入产出模型在跨省跨产业的中国国内价值链框架下测算各省二氧化碳的生产侧排放、消费侧排放,将区域间排放转移按传统贸易、简单价值链贸易和复杂价值链贸易进行分解测算并评估不同贸易路径上排放转移的潜在环境成本。研究发现:(1)2012年中国大部分省份参与国内价值链过程中的碳排放占其生产侧总碳排放的80%以上,有一半的省份这一比例甚至超过了90%;(2)与通过跨省的传统贸易创造增加值方式相比,通过国内价值链贸易创造的增加值更高碳;(3)2012年中国跨区域的排放转移比2007年增加了148.2%,约29.8亿吨,其中通过简单价值链和复杂价值链的排放转移分别增加了119.6%和336.7%,约10.8亿吨和15.9亿吨,这两条价值链上排放转移的环境成本也有较大增加;(4)西北地区是碳排放净流出最多的区域,东部沿海地区是净流入最多的区域。
Following the concept of trade in value-added, this paper employs the multi-regional input-output model to estimate the production and consumption based emissions of carbon dioxide in different Chinese provinces and municipalities under the framework of cross-province and cross-industry domestic value chains. We decompose inter-regional emission transfers into three trading routes based on the traditional trade, simple value chain trade and complex value chain trade, and further estimate the potential environmental costs of emission transfers along different trading routes. We find that:(1) In 2012, for most of the provinces in China, the carbon emissions participating in the domestic value chain accounted for more than 80% of the production based carbon emissions, and half of the provinces even exceeded 90%.(2) The creation of value-added through domestic value chain trade has higher carbon intensity comparing to that through the traditional cross-province trade.(3) In 2012, China’s inter-regional emission transfers increased by 148.2%(about 2, 979.0 million tons) comparing to 2007. These emission transfers through simple value chain and complex value chain had increased by 119.6%(about 1, 084.8 million tons) and 336.7%(about 1, 589.8 million tons) respectively. The environmental costs of emission transfers in these two value chains had also increased considerably.(4)The northwest had the largest net carbon emissions outflow, while the eastern coast had the largest net carbon emissions inflow.
