摘要
运用极值熵值法以及耦合协调度模型,以2000—2016年可获得的相关数据为基础,对云南省科技进步-经济发展系统耦合协调度进行纵向研究,对云南省与我国东中西部的浙、苏、湘、鄂、贵、桂6省(区)科技进步-经济发展系统耦合协调度进行横向对比,对云南省内16州市科技进步-经济发展系统耦合协调度进行内部分析。研究发现:从纵向看,云南省科技进步、经济发展水平稳步上升,科技进步与经济发展耦合协调度不断上升;从横向看,云南省科技进步水平、经济发展水平、科技进步与经济发展协调度低,科技进步与经济发展的耦合度较高;从云南省内各州市看,科技进步-经济发展系统耦合度分布较为均匀,协调度昆明一枝独秀,其余州市处于中度协调水平以下;专利对云南省科技进步水平的提高相对更重要。据此,从认识观、创新驱动、经济跨越式发展、区域科技经济增长极等方面提出相关政策建议。
Using the extremum entropy method and the coupling coordination model,based on the relevant data available in 2000-2016,this paper makes a longitudinal study on the coupling coordination of science and technology progress-economic development system in Yunnan province,compares the coordination of scientific and technological progress-economic development system of Yunnan and the eastern,central and western regions of Zhejiang,Jiangsu,Hunan,Hubei,Guizhou and Guangxi,takes an internal analysis of the coordination degree of scientific and technological progress-economic development system in 16 states of Yunnan.The study finds that:from the vertical point of view,the level of scientific and technological progress and economic development in Yunnan is rising steadily,and the coupling arrangement of scientific and technological progress and economic development is increasing;from the horizontal point of view,the level of scientific and technological progress,the level of economic development,the coordination of scientific and technological progress and economic development in Yunnan are low,and the coupling degree of scientific and technological progress and economic development is high;from the view of the states and dries in Yunnan province,the coupling degree of scientific and technological progress—economic development system is more evenly distributed,the coordination degree of Kunming is the only one,and the rest of the cities are below the moderate level of coordination;and patent is more important to improve rhe level of scientific and technological progress in Yunnan province.According to this,the paper puts forward relevant policy suggestions from the aspects of understanding view,innovation-driven,economic leap-forward development,regional scientific and technological economic growth pole and so on.
