摘要
新型城镇化与传统城镇化相比更强调集约、节约、可持续发展,核心是以产业为支撑、以粮食安全为保障,不以牺牲农业和粮食为代价实现“四化”协调发展,为保障国家粮食安全提供了新契机。推进新型城镇化和保障粮食安全不可割裂,既相互竞争、相互约束,又相互促进。随着“北雁南飞”人口大规模流动新趋势、粮食生产重心北移以及气候、资源、环境的瓶颈制约,城乡失衡与区域失衡加剧了城镇化与粮食安全异步发展困境,进一步折射出保障粮食安全所面临的深层次矛盾与冲突。新时代下应通过构建新型城镇化与耕地集约节约利用新机制、构建新型城镇化与粮食稳定持续发展新格局及构建新型城镇化与粮食绿色生产消费新模式等路径,促进新型城镇化与粮食安全相互协调发展。
Compared with traditional urbanization,the new-type urbanization emphasizes inten⁃sive,economical and sustainable development.Its core is to support the industry and guarantee food security.It will not achieve the coordinated development of"four modernizations"at the ex⁃pense of agriculture and food,and it provides new opportunities for national food security.Pro⁃moting new urbanization and ensuring food security cannot be separated,they compete with each other,restrain each other,and promote each other.With the new trend of large-scale population movement from the north to the south,the shift of grain production center to the north,and the bottleneck of climate,resources and environment,urban-rural imbalance and regional imbal⁃ance have intensified the dilemma of urbanization and food security asynchronous development,further reflecting the deep-seated contradictions and conflicts faced by food security guarantee.In the new era,new urbanization and food security should be promoted for a coordinated develop⁃ment by constructing a new mechanism of urbanization and intensive conservation and utiliza⁃tion of arable land,constructing a new pattern of sustainable urbanization and food development,and constructing new patterns of new urbanization and green production and consumption of food.
