摘要
考虑到情绪因素对公众行为的影响,基于等级依赖期望效用理论构建了养老PPP项目参与方公众与私人部门的RDEU博弈模型,分析了公众不同情绪状态下对博弈系统的演化均衡影响。结果表明:公众不同情绪状态下系统均存在演化稳定策略,乐观情绪能提高公众参与项目的积极性,有效缩短系统稳定演化时间,让系统向相对最优状态演化;完全理性状态使系统均衡向次优状态演化;但悲观情绪会使公众参与项目的积极性降低,系统均衡演化时间变长,更容易减少项目的运作效益。据此,从公众与私人部门角度提出建议,为提高养老PPP项目运作效益提供参考。
Considering the influence of emotional factors on public behavior,the RDEU game model of the public and private sectors of the pension PPP project participants was constructed based on the theory of hierarchical dependent expected utility. Then the evolutionary equilibrium effects of the public on the game system under different emotional states were analyzed. The results show that there are evolutionary stability strategies under different public emotional states. Optimistic emotions can increase the enthusiasm of the public to participate in the project,which can effectively shorten the system’s stable evolution time and let the system evolve to a relatively optimal state. A completely rational state let the system equilibrium evolve to a sub-optimal state. But pessimism will reduce the enthusiasm of the public to participate in the project,making the equilibrium evolution time of the system longer, which may lead to operational efficiency reduction of the project. Based on the results,suggestions are made from the perspective of the public and private sectors to provide a reference for improving the operational efficiency of the pension PPP project.
