摘要
作为新时代职业教育领域的一项重大创新,1+X证书制度对于构建职业教育国家标准、实现学历教育与职业培训贯通和推进职业教育治理体系现代化均具有重要意义。从试点情况来看,这一制度在证书建设、院校实施和配套制度等方面还面临一些亟待破解的难题。有效推进1+X证书制度的实施,需要以顶层设计指导职业技能等级标准开发,促进试点工作与现有教育教学过程互通互融,完善1+X证书的配套制度体系。
1 +X certification system is a major innovation to push forward the reform of modern vocational education in China. It is of great significance to the building of national standards for vocational education, to the exploration of connecting degree education and vocational education and training,and to the modernization of vocational education management system that encourages multiple stakeholders to participate in.Trials of the 1 +X certificate system faces difficulties to be solved in certificate construction,implementation, and supporting policies. To effectively promote the implementation of the 1 +X certificate system, it is necessary to guide the development of vocational skill level standards with top-level design, to stimulate the intrinsic motivation of teachers, promote the integration between the pilot work and the existing education and teaching process, and to improve the supporting policy construction.
