摘要
近年来,我国大力推动生物天然气产业的发展,并在《生物质能发展“十三五”规划》中制定了规划期末年产80亿m^3生物天然气的发展目标。然而我国生物天然气产业推进并不顺利,至2017年底我国生物天然气产能仅有0.58亿m^3,只完成了规划目标的0.7%。欧洲是世界生物天然气产业发展最好的地区,主要得力于完备的产业政策、补贴机制、先进的技术以及成熟商业模式。本文将从上述4个方面对欧洲生物天然气产业发展进行阐述,希望能给我国天然气产业发展提供借鉴。
In recent years,China has vigorously promoted the development of bio-gas industry,and set an annual target of 8 billion cubic meters in“the 13th five-year plan for the development of biomass energy”.However,China’s biogas industry is not progressing smoothly.By the end of 2017,China’s biogas production capacity was only 58 million cubic meters,only 0.7%of the planned target was achieved.Europe is the world’s best-developed biogas region,thanks largely to well-developed industrial policies,subsidies,advanced technology and mature business models.This paper will elaborate on the development of European biogas industry from the above four aspects,hoping to provide reference for the development of China’s natural gas industry.
