摘要
近年来国家天然气利用和环保政策密集出台,驱动国内天然气消费快速增长。国内天然气管道、储气库等储运设施建设进度相对滞后,已成为天然气产业发展的瓶颈。随着国家油气管网改革深入推进,国家管网公司即将落地,预计未来5-10年将是天然气事业的历史机遇期,管道企业面临着前所未有的发展机会。然而天然气的高危属性又注定管道企业必须安全发展,才能实现真正的可持续发展。文章提出了管道企业在发展中必须重点关注的管道规划设计及管网结构优化、管道本体安全及环焊缝问题、管道高后果区风险管控、地质灾害及河流穿跨越等突出安全问题,并进行了问题分析和探讨,以期望能引起行业从业者共鸣,共同促进国家天然气管道事业安全发展。
In recent years,the intensive introduction of national natural gas utilization and environmental protection policies has driven the rapid growth of domestic natural gas consumption.The construction of domestic natural gas pipelines,gas storages and other storage and transportation facilities is relatively lagging behind and has become a bottleneck for the development of the natural gas industry.With the deepening of national oil and gas pipeline network reform,the national pipeline network company is about to land.It is expected that the next 5-10 years will be a period of historical opportunities for the natural gas industry,and pipeline companies are facing unprecedented development opportunities.However,the high-risk nature of natural gas destined pipeline companies to develop safely in order to achieve true sustainable development.This article puts forward prominent safety issues such as pipeline planning and design and optimization of the pipeline network structure,pipeline body safety and girth weld problems,pipeline risk management and control,geological hazards,and river crossings that pipeline companies must focus on in their development.Issues were analyzed and discussed in order to resonate with industry practitioners and jointly promote the safe development of the national gas pipeline industry.
