摘要
种子是农业科技的芯片,是国家粮食安全的命脉,大力发展种业,建立种业知识产权强国是国家战略的重要组成部分。以知识产权的创造、运用、保护、管理为视角,基于政策工具构建种业政策的二维分析框架,对我国现行有效的种业政策进行计量分析。并通过对国内关于种业发展的研究文献进行归纳评述以及中国种业大数据平台、国家知识产权局专利检索分析平台对相关数据进行统计分析,明确我国种业发展存在的问题与困境。在此基础上通过对比分析的方法研究我国的种业政策对于解决种业发展的困境存在的不足,并提出完善种业政策的建议。
Seeds are the chips of agricultural science and technology as well as the lifeblood of national food security.Developing the seed industry and turning China into a strong power with seedintellectual propertiesis an important national strategy.This paper,from the perspective of creation,application,protection and management of intellectual property,conducts a quantitative analysis of the current seed industry policies with the two-dimensional analysis framework.It then clarifies the problems and dilemmas of the development of seed industry in China througha review of relevant research literature and statistical analysis of the big data from Chinese seed industry platform and the National Intellectual Property Administration.On this basis,through the method of comparative analysis,it analyses the shortcomings of seed industry policy to solve the plight of seed industry development,and puts forward suggestions for improving the seed industry policy.
