摘要
社区防灾韧性是基于社区自身资源的一种防灾减灾能力,分析城市社区防灾韧性必须先确定其评价指标。社区防灾韧性的评价指标既需要体现社区减灾能力的构成要素,又需要能用数学方法进行定量分析。从定性角度出发,将社区防灾韧性评价指标分为组织韧性、社会韧性、经济韧性、社会资本和设施韧性等5个层面。对评价指标的选取原则、依据和具体指标内容进行详细阐述,以期为推动城市社区防灾减灾构建和风险评估治理提供参考。
The resilience of disaster prevention in community is a kind of community resources-based capability in disaster prevention and mitigation.And the evaluation index must be determined before analyzing the disaster prevention resilience of urban community.The evaluation indexes of disaster prevention resilience in community should reflect the components of community disaster-mitigation capability and meet the requirement of being quantitatively analyzed in a mathematical way.Qualitatively,the evaluation indexes of disaster prevention resilience in community are divided into five levels,such as organizational resilience,social resilience,economic resilience,social capital,and facility resilience.This set of indexes,featuring wide coverage,better practicality,and application in all types of natural disasters in community,can serve as a new strategy and a guideline for promoting the construction of urban community disaster prevention and mitigation as well as risk assessment governance.
