“项目化”:项目制影响高校组织的实践表达及理性审视 被引量:19

"Projectization": the practical expression and rational examination of the project system affecting university organizations

摘要 现今,项目作为一种"硬"元素已渗入高校组织的职称评定、科研奖励、人才引进等日常学术评价中,高校通过系列组织行动诱发约束、激励、等级、价格、非常规等内部实践机制,表征着项目制影响高校组织的多重样态,使项目制作为一项财政制度安排质变为一种"项目化"的思维与精神。在"项目化"思维的影响下,大学学术可能因项目的规范理性而呈现出"表演化"的状态;项目在实践中所具备的抽象功能使其在学术场域中的存在较学者与学术更具优先性与合法性,学者、学术反而往往处于次要的位置;在项目符号的掩饰下,学术的具体内容与真实所指较少被关注,学术的"好"与"不好"可能难以得到有效区分。为此,学术评价应强化以成果本身为中心的同行认定与考察机制,促进与加强弹性改革,使"项目化"回归到项目制,切实发挥项目制而非"项目化"在推进、支持高等教育与大学学术发展、变革等方面的作用。 Nowadays, as a "hard" element, the project has infiltrated into the academic evaluation of university organizations, such as title evaluation, scientific research award, talent introduction and so on. Through a series of organizational action, such as restraint, incentive, rank, price, unconventionality, universities have manifested multiple forms of the project system affecting university organizations, which has turned the project system as a financial system into a kind of "projectization" thinking and spirit. Under the influence of "projectization" thinking, university academics may present a "performance" state because of the normative rationality of the project;the abstract function of the project in practice makes its existence in the academic field more prioritized and legal than that of scholars and academics, which are often in a secondary position;under the cover of project symbols, the specific content and true meaning of academics are less concerned, "good" and "bad" of academics may be difficult to be distinguished effectively. Therefore, academic evaluation should strengthen peer identification and inspection mechanism centered on achievements themselves, promote and strengthen flexible reform, return the "project" to the project system, and give full play to the role of the project system rather than "projectization" in promoting and supporting higher education and academic development and change of universities.
