摘要
新世纪以来,尤其是全面深化群团改革以来,我国工会社会工作者的能力建设得到不断加强,服务方法和内容不断丰富,社会政策体系逐渐完善,人才队伍建设初具规模,但仍面临着人才困境。未来我国工会社会工作人才战略的关键是核心能力建设,一方面,要构建“价值—知识—技术”三位一体的工会社会工作者核心能力指标体系,具体表现为坚持正确政治方向、弘扬劳模精神和工匠精神、践行劳资共同体理念,了解产业发展与劳动关系知识、掌握劳动保障和职业福利政策、熟悉社会工作与工人运动理论,运用员工协助技术、关系协调技术、增能赋权技术以及民主协商技术等十个方面;另一方面,要进一步夯实工会社会工作者的理论基础,提升工会社会工作者专业化、职业化和社会化水平,不断提升其创造力、凝聚力、影响力、感召力和公信力,协力开创新时代工会工作新局面。
Since the new century,especially since the all-round deepening of the reform in the work of mass organizations,the capacity building of social workers of trade unions in China has been continuously strengthened,the service methods and contents have been continuously enriched,the social policy system has been gradually improved,and the construction of talent team has taken shape,but it is still facing talent difficulties.In the future,the key to the social work talent strategy of China's trade unions is the construction of core competence.On the one hand,it is necessary to build a core competence index system of social workers of trade union,a trinity of"value,knowledge and technology",which is embodied in adhering to the correct political direction,carrying forward the spirit of model workers,practicing the concept of labor community,understanding the knowledge of industrial development and labor relations,mastering labor security.On the other hand,it is necessary to further consolidate and improve the theoretical,professional,vocational and social level of the capacity-building of social workers of trade unions,and constantly improve their creativity,cohesion and influence.We should work together to create a new situation for trade union work in the new era.
