摘要
健康扶贫是打赢脱贫攻坚战的关键,对建立和完善健康扶贫保障体系具有重大战略意义。保险业通过与地方政府紧密合作,形成了“政府主导,财政出资;多层保障,精准兜底;保本微利,风险共担;简化流程,优化质量”的健康保险扶贫模式,有效放大了财政资金的使用效益,提高了健康扶贫的精准性和稳定性,提升了健康扶贫工作的服务能力。健康扶贫是系统工程,只有动员全社会参与,构建政府、社会、市场协同推进的大扶贫格局,才能形成合力,打好脱贫攻坚战。
Health poverty alleviation was the key to win the battle of poverty alleviation.Through close cooperation with local governments,the insurance industry had formed a health insurance poverty alleviation model,which eff ectively enlarged the effi ciency of fi nancial fund,improved the accuracy and stability,and improved the service ability.Health poverty alleviation was a systematic project.Only by mobilizing the participation of the whole society and building a large poverty alleviation pattern promoted by the government,society and market,could joint eff orts be formed to fi ght against poverty.
