摘要
目的对江苏省卫生资源配置的公平性与卫生资源投入的动态相关性进行分析,为卫生资源的合理配置提供参考。方法采用江苏省1996-2017年的数据,计算基尼系数并建立向量自回归模型(VAR模型),主要技术手段是VAR中的冲击反应函数和方差分解。结果卫生机构配置及其基尼系数可以建立有效的VAR模型,卫生机构配置的基尼系数对自身的冲击具有显著且稳定的正向响应,而基尼系数对卫生机构数量的投入有明显的逆向影响。结论医疗资源投入量的增加对于改善医疗资源配置公平性存在有限的正面影响,但资源合理配置对于提高公平性的影响力度更大;资源配置公平性的提高也会对改善资源投入形成有利支持。
Objective To analyze the correlation between the equity of health resource allocation and health resource investment in Jiangsu Province and provide a reference for rational allocation of resources.Methods The data of Jiangsu Province from 1996 to 2017 were collected to calculate the Gini coefficient and establish a vector autoregressive(VAR)model.The main technical means was the impulse response function and variance decomposition in VAR.Results The allocation of health institutions and its Gini coefficient established an effective VAR model.The Gini coefficient of health institution allocation had a significant and stable positive response to its own impact,while the Gini coefficient had a significant adverse effect on the number of health institutions.ConclusionThe increase of medical resource investment has a limited positive impact on improving the fairness of medical resource allocation.However,the reasonable allocation of resources has a greater impact on improving the fairness,and the improvement of resource allocation fairness will also form a favorable support for improving resource investment.
