我国校外培训机构治理政策的特征、问题与展望——基于21个省市政策文本的分析 被引量:50

The Characteristics,Problems and Prospects of Governance Policies of Shadow Education Institutions in China: Based on the Analysis of 21 Provincial Policy Texts

摘要 校外培训治理对规范校外培训市场、构建良好教育生态意义重大。根据建构的校外培训治理政策谱系,对校外培训治理政策的出台时间、文件标题、规管措施等进行分析,归纳出我国校外培训机构存在治理措施系统,可操作性不强、治理策略相近,创新性不够、治理过程迅速,持续性不强和治理观念不一,适切性不足的特征与问题。政府应明确政策内容细节与程序规定,提高文件的可操作性,充分发挥政策的指导功能、对校外培训机构治理进行系统规划,改变以“设置门槛”为主的单一治理方式,建立校外培训机构分类机制,逐步健全教育培训机构规范治理的长效机制。 The governance policy of off-campus training institutions is of great significance in regulating and promoting the orderly development of off-campus training market.Based on the content analysis method,the text structure,objectives,tasks and measures of the governance policy of off-campus training institutions are analyzed.It is concluded that the governance policy of off-campus training institutions in China has the characteristics of clear objectives,clear task orientation and comprehensive measures.However,there are some problems in local governance policies,such as mainly“setting access threshold”,the homogeneity of governance measures and basic processes,the lack of operability of specific measures,and the insufficient concept of hierarchical and classified management.To improve the effectiveness,innovation and pertinence of the governance policy of off-campus training institutions,the government should make clear the details and procedures of the policy,improve the operability of the documents,give full play to the guiding function of the policy,systematically plan the governance of off-campus training institutions,and change the single governance mode with“setting the threshold”as the main one,establish the classification mechanism for off-campus training institutions,and gradually improve the long-term mechanism for standardized governance of off-campus training institutions.
