摘要
教育政策是政府在一定时期内为明确教育发展方向、解决教育实践问题和实现教育发展目标而制定的行为规范。理论上说,教育政策应该先行,尤其是一些涉及长远发展的重要政策。但在许多情况下教育政策的制定和执行都是滞后的,由此对教育实践带来偏离政策导向的影响。我国民办高校分类管理中的政策演变过程,启示我们教育政策应该尽量先行,准确引导教育实践的健康发展。
Education policy is a kind of behavior standard formulated by the government to clarify the direction of education development,solve the problems of education practice and achieve the goal of education development in a certain period of time.Theoretically,education policy should go first,especially some important policies involving long-term development.However,in many cases,the formulation and implementation of educational policies are lagging behind,which has an impact on educational practice that deviates from the policy orientation.The revolving process of administration policy of categorization for China’s private institutions reveals that educational policy should go ahead and lead the educational practice into healthy development.
