我国大学教师流动的历程与特征——基于新中国成立70年的历史分析 被引量:12

The Course and Characteristics of the Flow of University Teachers in China——A Historical Analysis Based on the 70 Years Since the Founding of New China

摘要 新中国成立70年来,我国大学教师流动先后经历了“政府主导”“市场参与”“市场引导”“市场主导”四个阶段。流动历程呈现以下特征:流动目的与流动方式由“政府本位”转向“市场本位”;学术职业吸引力与职业门槛渐趋提高,高层次人才职业内流动成为新时期大学教师流动的主要类型;中西部、东北地区高校人才净流失格局尚未扭转,人才资源的区位劣势因“马太效应”愈发明显。基于此,本研究提出以下建议:完善我国学术劳动力市场人才流动机制;完善欠发达地区高校“引才、育才、留才”的良性发展机制。 Since the Founding of the People’s Republic of China 70 years ago,the faculty mobility in China has gone through four stages:“government-led”“market-participate”“market-guide”and“market-led”.The following characteristics were presented in the process of faculty mobility:the purpose and mode of flow have been changed from“government-based”to“market-based”;the attraction and entry requirements of academic profession have been gradually increased,the flow of high-level personnel within the profession has become the main type of faculty mobility in the new era;the net loss pattern of talents in universities in the Central,Western and North East regions has not yet been reversed,and the location disadvantage of human resources has become obviously due to the“Matthew effect”.Based on this,this study puts forward the following suggestions:the government should improve the talent flow mechanism of China’s academic labor market,the universities in underdeveloped areas should improve the benign development mechanism of“talent introduction,education and retention”.
