摘要
通过对2007—2016年教育经费数据的统计分析发现,近十年间普通高中总教育经费支出及财政性教育经费投入均呈现逐年增长,但其所占全国教育经费比例却呈下降趋势。普通高中教育经费的政府财政投入保障度达到八成以上,呈现出财政投入一元独大、非财政性投入弱化的态势。普通高中总生均教育经费、生均公用经费、生均基建经费呈逐年增长趋势,且均呈现出“中部塌陷”现象,京津沪远高于其他地区,且差距在增大。生均基建经费的地区差异异常大(差异系数在1.978-4.647之间),生均助学金及生均公用经费的地区差异非常大(差异系数分别在0.970-2.016及0.771-1.145之间),总生均教育经费、生均学杂费的地区差异也相当大(差异系数分别在0.781-0.974、0.534-0.914之间),生均财政性经费占总生均经费比例及生均公用经费占生均事业经费的比例的地区差异比较小(差异系数分别在0.068-0.242及0.110-0.175之间)。
Through the statistical analysis of the data of education funds in 2007-2016,it is found that the total education funds and financial education funds of senior high schools have increased year by year in recent ten years,but their proportion in the national education funds has declined.The percentage of governmental financial expenditures accounted for more than 80 percent,which shows the trend that the financial investment is unitary and the non-financial investment is weakened.The total per-pupil expenditure,per-pupil public expenditure and per-pupil infrastructure expenditure of senior high school increased year by year,and all of them show the phenomenon of“central collapse”.And Beijing,Tianjin and Shanghai are far higher than other regions,and the gap is increasing.The variation coefficient of the per-pupil infrastructure expenditure was tremendously high which reached 1.978 to 4.647;the variation coefficient of the per-pupil subsidy allowance,of the per-pupil financial expenditure,of the per-pupil public-used expenditure was very large which respectively reached 0.970 to 2.016,0.884 to 1.259 and 0.771 to 1.145;the variation coefficient of the total per-pupil expenditure,of the per-pupil tuition fee was quite high which respectively reached 0.781 to 0.974 and 0.534 to 0.914;the variation coefficient of the percentage for the per-pupil financial expenditure accounted for the total per-pupil expenditure,of the percentage for the per-pupil public-used expenditure accounted for the per-pupil undertaking expenditure was quite low which respectively reached 0.068 to 0.242 and 0.110 to 0.175.
